At least four Chinese tourists have died as a result of Tuesday’s powerful quake, which rocked the east coast city of Hualien. Another five Chinese tourists are listed as missing. All nine of the deceased and missing Chinese tourists were staying at the Beauty Inn, which was located in the collapsed Yunmen Tsuiti commercial and residential complex in downtown Hualien.

Family members of the victims have begun arriving in Taiwan. The husband of a woman identified by her last name Yu, who died at the hospital on Wednesday, has arrived.

Officials from the Straits Exchange Foundation (SEF) are helping with funeral arrangements and taking care of visiting relatives of the victims. That organization handles civilian exchanges with China in the absence of official government channels.

A working group made up of officials from the SEF, the government’s Mainland Affairs Council, and representatives from the travel industry are contacting the families of the victims. The SEF says that all of the Chinese victims came to Taiwan as independent travelers rather than as part of a tour group. The foundation says that is making it more difficult to contact the families.
